Recently, the Ministry of Ecology and Environment announced the applications for production and use quotas of ozone-depleting substances in 2025 submitted by 48 enterprises, and the applications for production and import quotas of hydrofluorocarbons in 2025 submitted by 67 enterprises. The much-anticipated refrigerant quota for the new year has finally been finalized.
The reduction in the second-generation refrigerant is within the market industry's expectations. According to public data, the second-generation refrigerant production quota in 2025 will be reduced by 49,597 tons compared with last year; the domestic production quota will be reduced by 42,052 tons compared with last year. Among them, the R22 production quota and the domestic production quota will be reduced by 31,435 tons and 30,100 tons respectively compared with last year; the R142b production quota will be reduced by 5,995 tons compared with 2024; the R141b production quota will be reduced by 11,938 tons compared with 2024.
At the same time, the third-generation refrigerants are ready to go. In 2025, the production quota of the third-generation refrigerants will increase by 43,370 tons; the production quota for internal use will increase by 47,235 tons. Overall, the total production and use control target of the third-generation refrigerants remains at the baseline value, maintaining the level of 2024. In terms of specific subcategories, the production quotas of R32, R125, and R143a have increased compared with 2024, while R134a has decreased.
Among them, the production quota of R32 increased by 40,800 tons compared with the previous year, and the production quota for internal use increased by 42,500 tons, which was slightly reduced from the 45,000 tons in the draft for comments; the production quota of R134a decreased by 7,400 tons compared with the previous year, and the production quota for internal use decreased by 2,241 tons; the production quota of R125 increased by 1,614 tons.
The industry still has strong confidence in the refrigerant market in 2025. The strong willingness of leading companies to increase prices and the current policy background are all favorable to the refrigerant market. In addition, due to the large gap between domestic product export prices and foreign market prices, it is expected that both domestic and foreign refrigerant markets will continue to increase prices in 2025.
