On September 9, the Ministry of Ecology and Environment officially released the "2026 Ozone-Depleting Substances Quota Setting and Allocation Plan (Draft for Comments)" (hereinafter referred to as the "Plan"), which made clear adjustments to the production and domestic use quotas of second-generation (HCFCs) and third-generation (HFCs) refrigerants.
Specific quota data reveals a clearer trend toward reducing the use of second-generation refrigerants (HCFCs). The plan sets the 2026 HCFC production quota at 151,400 tons and the internal use quota at 79,700 tons, representing decreases of 12,200 tons and 6,300 tons, respectively, from 2025, representing reductions of 7.4% and 7.3%, respectively. This continues the policy trend of gradually reducing HCFC quotas in recent years. The quota adjustment for R22, a core component of the HCFC family, is particularly crucial. The 2026 R22 production quota is set at 146,100 tons, with the internal use quota at 78,000 tons, representing decreases of 3,000 tons and 2,900 tons, respectively, from 2025. While these reductions are slightly lower than the overall HCFC reduction rate, they continue to progress toward the goal of phase-out.
Notably, the quota adjustment for third-generation refrigerants (HFCs) demonstrates a trend of "partial expansion and overall stability." The plan specifies that, for HFCs, the production quota for R245fa will increase by 3,000 tons in 2026 compared to 2025, and the production quota for R41 will increase by 50 tons, while the quotas for other products will remain unchanged. This adjustment not only takes into account the growing demand for high-efficiency refrigerants in certain segments, but also reflects the policy's refined optimization of the HFC product structure. While controlling overall HFC emissions, this policy will alleviate supply pressures in specific application scenarios through a small expansion of scarce products, while also preventing the impact of a full-product expansion on the market competition landscape.
