According to the 2025 Ozone Depletion Substance Quota Setting and Allocation Plan (Draft) issued by the Ministry of Ecology and
Environmental Protection, In 2025, the production and use of HCFCs in China will be reduced by 67.5% and 73.2% of the baseline
values, respectively.
For the varieties with larger use, such as R22, R141b and R142b, the production quota in 2025 will be reduced by 32779, 11938 and 5995 tons, respectively, compared with 2024.
The quotas for domestic use will be reduced by 31,044,7,354 and 4,559 tons respectively.
For the third generation refrigerant, according to the 2025 HFC Quota Setting and Allocation Plan (Draft for Comments) issued by the
Ministry of Ecology and Environmental Protection, on the basis of the 2024 quota, an additional 45,000 tons of R32 production quota
will be issued in 2025, all of which will be used for domestic use.
Avoid the risk of potential supply-demand imbalances in the R32 market. On the one hand, the additional 45,000 tons of R32 quota
issued in 2025 is lower on an annualized basis than the temporary 35,000 tons issued in the second half of 2024 (i.e., 70,000 tons on an
annualized basis), which will also reduce the suddenness of the Ministry of Environmental Protection's temporary quota to some extent.
On the other hand, assuming that next year's quotas are sufficient, leading enterprises can also release reasonable maintenance
arrangements to maintain market price stability.
